Bag laws have been put into effect as a result of the environmental issues that come from improper disposal of paper and plastic, almost every state and U.S. territory has different laws regarding what type of bag can be sold and where. Unfortunately, none of these are universal by state or by what counties/ towns/ cities follow the ordinances. As of now, the only states to not have any type of bag laws governing bag sales are: Alabama, Delaware, Kansas, Kentucky, Mississippi, Montana, Nebraska, North Dakota, Oklahoma, South Carolina, South Dakota, Tennessee, Utah, and Wyoming.
